I have a property but don’t know if I should sell or rehab.

So my name is Mario alvarez my dad owns  A property  that was passed over to me I still owe 20k on it but recently the neighborhood hasn’t gotten pretty bad should I rehab the property or sell? It has 4 legal apartment and one basement apartment.
