Let me know if you've found others because I'm actively looking for better options but https://leadminingpros.com/pricing/ are the most affordable I've seen with .07 a skip trace.   I'm cold calling some of their skip trace list and it's decent  for .07 cents.    But if you've found something accurate and affordable I would love to hear about it!
