Not truly sure about the context but I believe it just means a retail buyer or someone that will buy off the MLS.

An end buyer usually is a term where there are multiple transactions occurring at one time.
For example, in double closings there can be AB+BC transactions.
-AB transaction ( A: the seller of the property, B: Initial Buyer)
- BC transaction ( B: Initial buyer, C: this would be the end Buyer who buys and keeps the property).
Investment companies who buy multiple properties can do double closings so their cash isn't being tied up each time.
