FINDING MY FIRST FIXER UPPER

I'm looking to buy a property as a first time buyer using an FHA 203(K) loan.
The problem is, I can’t locate a fixer upper in my area of Fontana, California. The investors are buying the property at auction before it hits the market. 

I was told the FHA had to offer repossessed property to first time buyer's, for a thirty day period, before it's put up for auction. Is this true?

I need advice on locating my first fixer upper project, I have financing in place, down payment, I just need a property before investors pay cash before it hits the market.
