I know for foreclosures you cannot get inspected but what about Pre-Foreclosure (EX: I personally contact an owner that is in Pre-Foreclosure)

A pre-foreclosure is just someone's property that is on its way to foreclosure. No different than any other house that someone owns. You can inspect it if the owner allows you to.

A-ha I understand now. Obligatory iamnotalawyer here but I don't believe so. There are states that have laws regarding what you can discuss with the homeowners regarding their foreclosure in terms of your abilities to stop it (maryland is one such state though I don't know exactly what that law says). But in terms of seeing the inside I think you're fine.
