Newbie Question about Vendors/Contractors

Good afternoon everyone!

Got a newbie question about vendors/contractors for a project I am trying to get complete. Is there ever an instance where I should be pulling the permits instead of the vendor/contractor? One of the contractors that I have spoke to has suggested getting an open permit for the property.
