Tenant won’t Permit Access for inspection

How wound you solve this Problem ?

2 unit property under contract

-Financial due diligence complete : section 8 full voucher , Eden program voucher tenant pays $50. Proof of current rent deposits reviewed , Last 3 months of landlord coveted bills reviewed .

-Inspection Due diligence - not complete . 5/24 inspector was denied access . 5/27 1 of the tenants wouldn’t allow access to the 1 of the units even after he offered $100.

-Looking for creative resolutions for this problem . My proposed solution is to counteroffer that the seller advises the tenant of a non renewal , deliver atleast that unit vacant and we push the inspection period , appraisal and closing back until afterwards . There were noticeable section 8 violations one seen from the outside . Not having access to the unit won’t allow us to access what violations are in there and could risk section 8 stopping payment .
