Charges of hiring a real estate agent to sell or rent?

Would the charges of hiring a real estate agent to Rent your home the same as selling your home on a rent to own? Or would this be considered as a sale and be charged 3%?

@Fili Aguirre, the fee to hire an agent for "tenant placement" varies but I think many times the fee would be around 1 months rent but sometimes less and perhaps as little as 1/2 months rent for a higher value rental.
