Why do buyers agents have such a high cost of sales?

I was reading in Gary Keller’s “The Millionaire Real Estate Agent” that the cost of sales for a listing specialist is about 8% while the cost of sales for a buyer specialist is 50%.

What do buyers agents need to spend to help buy properties besides gas/wear-and-tear?
