Identifying a Highly skilled agent?

As an individual, I despise paying more than I should to government and wish I could call upon a Jedi to use the force to shrink the size and increase efficiency of government 

I am looking for an agent that has successfully convinced a new home builder to accept a lower price over giving out large incentives. Purchase price drives how much property tax you will pay and therefore driving it lower is important part of the buying decision
