Why do realtors act like submitting lowball offers is such a hassle?

Working with investors who want properties at an extreme discount requires submission of lots of offers. It seems as if agents don't like investors 

If you have the same template to use over and over and the only thing that changes is the offer price and the home address you're offering on, how much time does this actually take you per offer?
