You heard right! However, the first prerequisite would be that the property be located in a desirable emerging market area. In today's market, most build projects are pretty much on hold. Most of the pension funds that you speak of have lost millions of dollars in devalued real estate, just like the rest of the country. If the property has been approved for development and is moving in that direction, you may have a chance. Talk to a Pension Fund management Firm in your area about it if it meets the criteria I just mentioned.
