Is it normal to rent a house which does not have a hood or any kind of exhaust on the kitchen stove. Is there any regulation on this?

I would double check with your city's building dept. to see if it's a requirement. In most jurisdictions it's not. In addition, most low end hoods that you would put into rental tend to suck anyway and that's if the tenant even uses it.
