Having trouble getting a fha loan

I want to buy a 4 unit multi family property for sale. It's listed for 189000 but probably could get it for less. I'm going to live in one and rent the other 3. I've called several banks and they keep telling me fha loans can't be used on a 4 unit, I've read several posts about this not being true. Am I missing something? I can't get financing. Is there anybody in Tennessee can help me out
