Easement - city overrides neighbors'' agreement?

My neighbor and I are recording the walkway between our properties as an easement such that we can build walls 2 feet away from the property line which is right on the center of the walkway. Setbacks are 3 ft in Venice. Would the city even agree with our proposal of 2 ft?
