estimating cost of rehab for offer submission

My offer on a REO was rejected as too low - the issue with the townhouse is listed at (1)"system did not hold pressure due to damages, unable to find source of all

leaks, water heater damaged at side where TPR valve damaged" and (2) "Water Supply and Sewage system was inspected for presence of obvious visible defects. The water quality and flow capacity of water supply was not determined and the full operational

functionality of sewage systems cannot be determined due to the extended nonuse

of the system and the volume and duration of waste water required to determine same."

Looking for advice on who I bring in to estimate repair - plumber or GC? Thank you!
