Adding HVAC to New Mobile Homes

We are working to add air conditioner or heat pump to 15 new 14'x56' homes in SC. Looking at the manufacturer's equipment sizing, it suggests a 1.5 ton (Energystar) or a 2 ton (HUD). We are leaning toward 1.5 ton so that it runs a little longer to help dehumidify the air, but we want to make sure we aren't overlooking something with the HUD guidelines.

Also, the sizing guide doesn't cover the differences between heat pump versus condenser. Will the tenants' energy bills be significantly higher if we install central air conditioner versus heat pumps? We realize that heat pumps will cut down on the overall heating bill in the winter, but is that savings noticeable in 765 sqft home?

The homes are six months old and none of the tenants have had high energy bills this winter with just an electric furnace. In the summer the tenants used their own window units.

We are looking to complete the project if it falls within budget.  Quotes are coming in 20% over budget and everyone we talk to is pushing for heat pump instead of condenser.
