A bunch of eviction questions! lol
So... I realize any landlord can post a piece of paper on someone's door which says "eviction notice". My basic understanding is that by itself means NOTHING unless and until it is FILED with the local court. Is this accurate? How would a person know if an eviction has ever been filed? Also, if a person has recently purchased a home would it be logical to assume the mortgage company ran some sort of "background check" verifying that they have NO evictions, at least within a certain time frame? TIA!

The mortgage company has nothing to do with the tenants. That is on the owner/property manager. All the mortgage company cares about is if the person getting the mortgage will pay back the loan (they only verify income and look at their debt) and how much the place is worth.
Landlords can post a formal eviction notice. Depending on where you live, there may be one online or you can write your own. If the tenant doesn't leave, then there is a series of steps that if successful and the tenant still won't leave, ends with the sheriff's office coming and watching as someone moves all of that person's belonging to the curb.
