Current HELOC rates?

What are people currently seeing for new heloc applications Prime + ? Any recomendations for ones with a 10 year draw period?

I applied with Bank of America and originally was promised an 85 LTV but now they are switching it to 75 LTV possibly because the person did not realize I had a 4 unit property at first even though it is owner occupied. The rate is at prime +1.89 which seems high. There are no fees at all for appraisal or annual. 10 year draw + 20 year repayment. May cancel.
