Average % off of a non-REO listed property

I was doing some research online last night, to try and get an average percent that I could expect to get, on a Non-REO listed property. I know on an REO , using the 70% rule, is a good basis/ starting point when negotiating the price for REO listed properties.
But what about properties that are Not REO, could we expect on average, to Ask for and the seller except 8 - 10% off the listed price ? Thanks everyone as always - Michael
