Commission Fee paid by buyers

Do I pay any commission as a buyer? I am currently working with an agent, he is charging me $3,500 less commission paid by sellers. If I buy a property at $40K selling price, I'll end up paying him almost $2,500 commission fee. Does this happen often to investors who is buying low valued properties? 

I am new to the real estate industry. Please advise!
