Why would someone sell and rebuy his house way bellow market?

Can anyone explain me how someone sells his property for way bellow the market? Is it legal ( the house should be at 1million $ to 1.3 M $)? See picture attached. Why would someone do that? What is the main purpose, risk and gains?
