I have been sending letters to absentee landlords with property in the Connecticut area. Any condition 1-4 units. The call backs aren't great & I am just wondering what others are doing to generate lead?

That's a very common result from Mailing #1. It would be completely coincidental that someone needs what you offer at the moment they receive your single mailing. As you continue to touch them, they will become aware of you. And if you have touched them enough times to make a lasting impression, they will think of YOU when the need arrives to sell fast with no repairs to a cash buyer.

There's no real "magic" to this...
If I see a postcard from a carpet cleaner, every month for a year, I am much more likely to contact that person when my carpets needs cleaning. But if he only sent me 1 card while I didn't have the need, he is unlikely to hear from me when I do have the need.

Over time, you build your branding and create awareness with direct mail. It is direct response, but just getting a postcard from a carpet cleaner does not make my carpet dirty. =)
