Low Cost Absentee Owner List, Where can I get one.

I have spent a lot of time learning about real estate investing and I am preparing to make my moves, but when I went to list source to buy a list the price came out to over $1000.
which is a little out of my price range atm (okay maybe a lot). Since I plan to wholesale I am looking for a low cost option for leads. What services or approaches would you recommend I use to get the ball rolling and start marketing to potential leads.
