Who is responsible to pay Sewer and Water in a duplex/quadplex?

I am looking to purchase a quad in Georgia. I was reviewing the P&L report and found $1400/yr for water/sewer charges.  Is this common among multi unit properties. I currently owner rental homes and now looking to grow my portfolio.
