Tax Deed, Austin Texas, priority on the listed property

Hi, I'd like to know more details in how to research properties for Tax Deed in Austin, lands or property with homestead already. I read the creditors and IRS take priority over tax deed holders in case where the original owner of the listed property declare bankruptcy. 

1 - Which department in the county should I go to clarify all this information and previous searches? 

2 - I wonder in cases like that, why will this property go for a open foreclosure if the IRS or creditors have priority on it? 

3 - If I buy a property and the creditor want to keep it what can happen?
