Up and coming vs bad neighborhood

How can you tell if a neighborhood is up and coming or if it's just a bad neighborhood? And at what point does an up and coming neighborhood become a good investment (as opposed to I buy now and it becomes a good neighborhood 10 years from now)?

Any ideas, or is it just a gamble?
