Where can I go to find appreciation rates for a specific state/city? Is there a report or graphs that I can look at?

Google it.  For instance:  Bayside New York Property Value Appreciation Rates will return a list of sites with this information.  The second one in the list -

www.bestplaces.net/housing/zip-code/new_york/bayside/11361

 Indicates the appreciation rate for the last year has been 4.60%
