My buyer wants the tenants out as soon as possible on a wholesale deal. He got advice that the tenants can stay after the change of ownership in baltimore city. Is this true?

I suspect this is true anywhere. A new owner needs to honor any existing leases. However if those leases are month to month, then you only need to give them the appropriate notice of lease termination. That is 60 days in baltimore (actually 60-90 depending on when in the month you notify them).
