draw equity out of rental, buy land, build then exchange rental

I have a rental with an equity line of credit which would allow me to buy land and build another rental.   After maxing out the equity line of credit and other loans contributing to the  construction can I exchange the rental for the new construction project/rental and pay of debit incurred during course of construction?
