My target ROI numbers - realistic?

My goal is to invest the least possible to get the greatest annual ROI.

The formula looks something like =(NOI + Debt Paydown ) / (Down payment + closing costs)

Hassle factorTarget ROI+ROEDescription
XS25%Desirable neighborhood, no fixing required
S30%Good neighborhood, minor touching up
M50%Average neighborhood, some repair required
L80%Poor neighborhood, bad tenants, structural dmg

I'm curious if others have similar breakdowns, and if my targets are in line with yours.

*edit* looking to invest in Albany, NY multi-family properties
