Denver (Splitting Utilities - Sub Metering or Other Solutions)

Dear BP Community,

Does anyone in the Denver/Aurora area have some recommendations or perspective on the options for splitting up utilities (e.g. sub-metering, etc) at a property with 2 separate units.  We own a single-family home with an additional small rental unit (mother-in-law quarters, casita) in Aurora, and addressing the utilities with the tenants is proving difficult. 

There is only 1 electric meter, 1 water meter, and 2 gas meters for the property.

We currently have a tenant in the mother-in-law quarters (only 360 sq ft) pay a flat $50/month in utilities and the tenant in the front, much larger house pays the remainder.  The tenant in the front house has complained that they think the tenant in the back unit uses a disproportionate amount of the utilities, and they don't think that he is paying his fair share.

Any thoughts/recommendations?  I assume getting new meters from the individual utility companies would be expensive, so are there any sub-metering companies or other solutions?
