On the market for over a year

I live in the Baltimore area and there is a house that's been on the market for over a year. What should I look for when looking at this property?  What questions should I ask? Is offering the Linda McKissack's 10% a good idea or is it premature to be thinking about what to offer?

I think you want to look for the same things as normal. Sure, ask why it's been on so long, but don't overthink it. There might be a major problem with the house (foundation, mold, termites, etc.) but that should be readily apparent. In all liklihood, it was just over priced. Not always, sometimes they slip through the cracks and you can get a great deal. Or perhaps they're very motivated after such a long while and you can make a low ball and get a great deal that way.
