Doing First Deal: Fourplex with FHA Loan. Zoing Question

Hey BP Teammates,

I am looking at doing my first deal in Salt Lake City. We are pre approved and have several leads on fourplexes around the area. 
One thing I have noticed, they are all zoned as 113 - Comm Primary. 

I understand with an FHA loan, it cannot be a commercial property.

My question is, am I missing anything on this classification? Is there anyway to get these properties rezoned to residential?
