Taxes go up on sale?

I'm looking at this duplex to house hack and the taxes are 3900 a year, I live in New York so taxes are usually double that. I've heard after a property being sold that taxes jump up the following year. Is there any way I can find out what the future taxes will be if I buy the house at X amount?
