Finding Info on House Owners

Hello- I am new to Real Estate and currently interested in Wholesaling.

I have been driving for dollars and found some properties of interest. I have talked to the neighbors and have gotten no leads- they are either unsure of the contact info, or do not want to share. I have thought to give them rewards if they help me find the lead.

Anyways- I am able to find the owner of the house (through county tax website), but still this gets me nowhere, as I do not have a phone number, just a name. What do most people do, or how do you get a phone number?

Also 2nd question- what are the tax implications of wholesaling? Is this seen a short term gain?

3rd question- since i am essentially being a broker in wholesaling, is this by any means illegal (without a real estate license- I am ion TX)
