How much would be the actual price after negotiations? 

Probably 625,000, but you won't know until you make an offer.

DOM isnt the best indicator until it is BIG... 45+ IMHO.

Better indicators of motivation are price drops, and the listing description.  But in the end their price doesnt matter.  What do the comps say the property is worth.  Start there, and knock 10% off and make an offer.

Whare are the "comps"?

comperable sales.  YOu look at, or get from your agent a list of comperable properties that are sold or at least pending... active props dont matter....   Have your realtor do this for you.

I agree with the others in this thread. 23 days isn't a terribly long time, especially on a property over 500K. You can offer whatever you want but if they aren't in a rush they will likely hold out for another couple weeks.
