Stinky deal? buying investment property during sewer upgrade.

So Im interested in buying a Investment property. the catch? right now it has a septic system and the county is in the process of installing a sewer system in that area soon. pretty sure the owner is trying to dump the dump (lol)  before they get stuck with the bill for the construction, yes the county will expect the property owner to come up with about 6-8 k to pay for there section of sewer installed.

So my question is. could a home value go up with this type of upgrade? if so how much?
