"Family Opportunity Mortgage" by Fannie Mae

Does anyone have any experience with this loan product?   I am looking to purchase a house for my father, and the couple of banks I have talked with so far have no experience with this loan.   

Is it hard to actually qualify for this loan? are there typical snags or delays?  any other issues I should be aware of that would steer me back to just getting a conventional mortgage?
