Need a permit for 6FT re-route

I am in a situation where electrical wire needs to be re-routed for about 6 ft... My electrician tells me that "technically" we need to pull a permit for that.... Seriously???

@Diane G.i see you are in california installing  more than 4 ft of electrical wire without a permit carries a jail time of 5 to 7 years hard labor .
