Is it a must to have a contractor estimate if........?

The wholesale investor is selling the property to a rehabber who will have their own ideas about what needs to be rehabbed and at what costs THEY the rehabber feel is an affordable price they are willing to pay to rehab the home. For example, a contractor may give an estimate for a bathroom makeover for $6k. The rehabber may be able to have the bathroom rehabbed for less than $6k. If that's the case, would the wholesaler contractor estimate still matter or even necessary?
