Re-zoning Indianapolis need help

Hello everyone,

I'm a young investor and try to buy my first property for tires business!

I try to buy this property "https://www.redfin.com/IN/Indianapolis/1824-Hillside-Ave-46218/home/66789274" but we stop a deal because this property has zoning C-3, but for my business, I need zoning C-4 or better C-5, can you tell me please if somebody can help re-zoning this property, and if yes how much it will cost, and what are the chances of me getting new zoning?
