Making an offer Help

I ran into an FSBO property in Tampa, I contacted the owner and he states he is currently rehabbing the property. The roof is almost complete, but he needs to finish the floor, cabinets, drywall and it needs a new A/C and is looking for 160K once completed, but he is willing to negotiate if it is bought as is. I ran some comps for the area and within a 2-mile radius home of similar size are ranging from 130-200K move in ready, the lower end fixer-uppers 40-60K (non-gutted as this one seems to be).

Realtor.com shows over 200 homes sold in this zip code since 1/2019

With the cost to rehab if bought as is from the minor details I have, would 55K offer be a good starting point IYO?
