Commercial Building with Cigar Fumes

We are thinking about purchasing a commercial property which is part of a large building (similar to townhouses and rowhouses on a block). On one side of the property is a Cigar Shop with a smoking lounge. The cigar smoke in the adjoining property has permeated to the property that I am interested in purchasing. The odor is so bad that it is difficult to breathe. This property has been sitting on the market for over a year. The property is selling for $1.6m, and we estimate around $100k in repairs and new HVAC to control the smoke coming from the cigar shop next door.

Question: What type of contractor would I need to come in, inspect the property, and make engineering decisions on how to remove the cigar fumes (if possible)? We also health concerns about the property so we want to make sure we due our due diligence before making an offer. We know that this is a high demand property in the city and the value will only go up.
