How to locate homeowners telephone numbers

I am interested in wholesaling to start out for my first couple deals. When I find distressed homes how do I locate homeowners telephone number ? The tax assessors office say they have no telephone numbers. Facebook/ online / neighbors or is there another way? Another question if I mail letters to the address would they receive their mail?
