Deceased owner still on the title?

Over the past year my wife and I have noticed a property in our neighborhood that looked vacant. After doing some research we found out who the owner was and assumed she still lived there. Upon doing some more research, we later found that she passed away nearly 2 years ago.

As she no longer is needing the house (R.I.P), and with her name still on the title, does she technically own it? The property taxes have been being paid by someone in Florida.

I would really like to flip the property and am curious how I would go about obtaining it from a deceased owner?? Thanks!
