I need help with investment strategy on off market deal

Hey BiggerPockets community! I received a call from a property owner looking to sell his duplex after seeing my mail piece a couple times. I am trying to figure out what kind of investment strategy I should go about this deal. It is a duplex with tenants that have been living there for 5+ years, located in a bad quality neighborhood.(Stockton, Ca) They do not want to deal with brokers so they would like to sell off market, property has been paid off so I would assume they have equity built. However, I do have a lender and realtor I am working with. Ultimately I would like a partner that has experience with purchasing multi family in such area. My question is: How could I generate profit with this off market duplex in a bad quality neighborhood?
