Who is the "boogie man" for Cook County Land Bank, IL?

The licensed listing agent (an employee of the Cook County Land Bank, IL) violated many rules licensed agents everywhere adhere to. I am representing a buyer, who got mistreated by this organization. Who would be the Cook County Land Bank's regulating authority to send a complaint to? Thank you
