1. The property will have to be in rough enough condition that a bank won't loan on it.

2. The market generally needs to not be a sellers market like it is today.

3.  Legally, the property probably needs to be paid off as a bank is not going to allow the seller to "sell" a property to someone else when they have a loan on it.
