I plan on eventually having a real estate portfolio with a decent amount of properties, but I have very little capital at the moment. Is buying foreclosed houses and wholesaling them a good place to start for a new investor and are there any properties that someone should stay away from?

Wholesaling foreclosures was huge back in 2009 up through at least 2013, sometimes longer depending on the market. But they're all mostly dried up, and now you'll be competing with deep pockets in the auctions. You likely will need a new source to gain any traction.
